It’s true that Anthony Mackie’s comments about Captain America
caused quite a stir, but his controversial statement does have a foundation in Cap’s history in the Marvel Cinematic Universe (MCU)
. Years before Mackie stepped onto the scene, Steve Rogers donned the red, white, and blue, and embodied the values and heroism of Captain America. And while Rogers was initially someone who was deeply patriotic and ready to lay down his life for his country, his heroes journey took him on a path that did not always align with American ideology, often defying direct orders.

Now, as far as the character is concerned, the MCU did a great job of positioning him as the true “spirit of America,” who was able to see clearly when orders were not for the best, but there is no denying the original Captain America shifted away from his patriotic ways as seen by the change in his costume and title, simply being called Captain or Steve Rogers. And now, when the character is set to get back to his original American values, judging by the bright suit colors, Anthony Mackie’s recent remarks have resulted in major backlash, it’s important to set the record straight about who Captain America is, and what the character really stands for.

However, when Tony points out attempts to conceal information from Steve and the team, it led Rogers to be suspicious.

Captain America: Brave New World has a reported budget of $180 million. It is also said to be aiming for a $90M+ domestic opening weekend. Based on those numbers and how a movie generally needs to make twice its box office to break even, as it accounts for marketing costs, I think Anthony Mackie’s Captain America movie will manage to turn a profit. With international markets, there is a healthy chance that Captain America: Brave New World will make back its budget in the movie’s first weekend, only growing from there. That said, $1 billion is not happening.

In order to confirm he was not being made a fool, and fighting for people who didn’t uphold his values, Cap did some investigating. He snoops through private spaces and confirms Stark’s suspicions, finding advanced weapons created after researching the Tesseract. Of course, this led Cap to be more wary of people like Fury, but it also pushed him to band closer together with his new team, who appeared to have values that were more similar to his own.

Upon Learning About Project Insight, Cap Walks Away From SHIELD Orders
In Cap’s next outing, in Captain America: Winter Soldier, he finds out once again that SHIELD was working on major weapons behind the scenes, while keeping him in the dark. SHIELD’s anxieties about threats around the world have led to them creating an extraordinary super-weapon capable of wiping out dozens of high-profile targets with extreme precision in a matter of seconds. Of course, Cap worried that this kind of technology could fall into the wrong hands, and his suspicions were proved right when HYDRA revealed their position inside of SHIELD.
However, before this all kicks off, Cap walks away from SHIELD, and the orders given to him by Nick Fury. Due to the hidden truth, and being assigned to discreet missions behind each other’s backs, Cap recognized that his people were in danger, not watching each other’s backs, but trying to chase their own individual missions while others remain unaware.

Captain America Goes Against The U.S. Army To Save Bucky Barnes From Hydra
And, of course, these acts of insurrection did not begin when Steve appeared in modern times. Back when Rogers was first given the super soldier serum, the death of Dr. Erskine meant that the army no longer knew how to recreate the results of Captain America’s transformation. Steve was hand selected by Erskine, but other US officials were not so keen to have him on the front lines, which led to them assigning “Captain America” to a vanity tour pushing American propaganda.

But eventually, he sees how he is being wasted, while the Army struggles to handle the threat at the front lines. Captain America Refuses To Be Taken In To SHIELD Custody
In The Winter Soldier, SHIELD was revealed to be compromised, but before this could be confirmed, Cap was ordered to come into custody. In one of the most iconic scenes of any Captain America movie, Cap stands in an elevator surrounded by double agents, and recognizes the threat. However, Cap does not back down.
He manages to take on nine big guys, all on his own. Yes, these were already double agents who were working for the other side, but they were the people in power, and this extended to the top of the chain as seen in other moments where SHIELD operatives speak privately with politicians. Cap was doing what was right, but according to orders, the line of duty, and a chain of command, he was way out of order.

Interviewing Agent Jasper Sitwell
At the beginning of The Winter Soldier, Cap is sent out to save Agent Jasper Sitwell, a high-ranking SHIELD operative. He successfully does so, but as the movie progresses, Cap learns that Sitwell is a double agent working for HYDRA. As such, he is a prime target to get some answers through a thorough investigation.

A new report has revealed that Marvel Studios was working on a new Captain America movie with Chris Evans. It would have featured him as Steve Rogers and Hayley Atwell as Peggy Carter. However, Marvel could not nail the story down for the project, which led to it never happening. Now that Evans and Atwell are back for Avengers: Doomsday, there is a chance the movie could lead to a return from the duo for a new Captain America film, which I would love to see.

Along with Sam Wilson, aka Falcon, and Black Widow, aka Natasha Romanoff, Cap captures Sitwell, takes him to a rooftop, and questions him about Project Insight. At first, Sitwell was hesitant to speak. However, with some persuasion from Cap, such as having Nat kick Sitwell off the rooftop, only to be caught by Falcon moments later, they get their answers. Realistically, this form of interrogation doesn’t seem like something that would be government sanctioned, and it wasn’t.

Searching For The Winter Soldier Without Government Oversight
When the Winter Soldier appears again in Captain America: Civil War, a target is put on Bucky’s back. However, Steve does not believe his old friend is behind the assassination in the UN, despite the evidence. As a result, he begins his own investigation, tracking down his friend, and actively protecting him from other agents. Cap literally fights against American troops and soldiers to protect someone who has been deemed a terrorist.
Of course, once again, Cap was right to protect Bucky, and they uncover the truth about what happened and who was behind the assassination, but Cap is hardly a trustworthy soldier in any regard at this point. And in many ways, it’s this mutual distrust that leads to Captain America taking such a strong stance against the Sokovia Accords. But, considering the American and UN position, superheros require greater oversight, and permissions for when and how to act. Cap clearly has a different opinion, and believes that what he stands for is more American, and correct, than the orders being issued from the top.

Harboring The Winter Soldier, A Fugitive, In Wakanda
In fact, Cap begins to have such a strong distrust towards his own government, that he hides Bucky in a foreign country, Wakanda, under the nose of the US government. Bucky is a fugitive, and while he was not the person who committed the crimes at the UN, as the Winter Soldier, he has been involved in several other major incidents over the previous decades, including killing Tony Stark’s parents.

Despite the clear case against Bucky, and video evidence of him committing these crimes, Steve has faith in his friend, and believes that he had no control while under the mind control of HYDRA. This makes little difference to the US Government, who need to hold someone accountable for the crimes. And as such, Steve once again puts his own judgment over that of the people in charge.

Captain America Rejects The Sokovia Accords
And of course, when the orders come down from the UN, which have been backed and voted for by the American leaders, as well as those of other world governments, Captain America strongly disagrees with the idea of stifling heroes like the Avengers with a requirement to report to higher ups and seek permission on when and where to help out. This comes even after close friends like Tony Stark and Natasha Romanoff sided against Steve.
Steve believed strongly that putting a leash on the heroes, creating a register, and having the government take control would do more harm than good, and stop them from helping the people who needed it most. He was given a choice to sign, or retire, and he chose to step away, but he did not retire his suit and his superhero activity.

Forming A Rebel Team Of Superheros
Instead, Steve Rogers went and formed his own team of heroes. People who felt similarly about the challenges the Sokovia Accords would introduce, and the way it would expose and harm the heroes. This was done in direct opposition to the new rulings, and as such, Cap and his new friends were labeled as a dangerous terrorist group, acting against the interests of America.

This led to a huge stand-off with the official superhero team sanctioned by the government, and the unfortunate incident where James Rhodes receives a severe injury to his spine. It also leads to a moment where Captain America, and Bucky Barnes, team up together to fight and almost kill Tony Stark, nearly burying a Vibranium shield that was made by Tony’s father into his face. But ironically, this moment served more as a death of Captain America, who could no longer really be tied to that name, as he separated himself from this moniker.

Steve Rogers Breaking His New Rebel Superheroes Out Of The Raft
While Steve managed to walk away, while others were hospitalized, and still more wound up in prison fighting for Cap’s side, Steve did not forget the people who stood by him. People like Sam Wilson, Ant-Man, Wanda Maximoff, and Clint Barton were all imprisoned in a high-tech secure facility known as The Raft. However, it was nothing for the likes of Steve Rogers and Bucky Barnes to break in and break his friends from prison.
But importantly, this was a major oppositional act against the United States government. While these individuals were formerly considered heroes, they are now seen as terrorists, and treated as such. Cap breaking them out proved that his loyalties did not lie with a flag, a suit, or a government. Instead, Captain America created a new banner, a new code, and a new set of rules, recognizing that the values he held were contrary to what the laws stated, and others were more than willing to fall in line with this creed, putting their trust in Steve Rogers’ vision.
