Although Lot 92 of the High Evolutionary seemed to have succeeded in creating Humanimals, they were created when Rocket was still very young before he escaped. Likewise, the villain now mentions that he leveled the world and entire species multiple times before Anti-Earth, which ultimately proved to be a failure in his eyes. There is a reason progressive evolution has created more species than the 92 known waves Guardians of the Galaxy Vol. 3, specifically considers Starchild to be his last gene.
