After unlocking the Vesper area, head to the southeast side of the ruins near the Void Shard mission. You will see an abandoned building behind the mission starting point. Use the grappling hook to climb to the top of the building and head to its left end. Near the edge, you will find a journal. Interact with it by pressing the corresponding button to pick it up.
