New rules in IPL 2025: Retention policies, auction wallets and RTM updates

After a fruitful discussion with owners of all 10 franchises at the BCCI headquarters in July, the Indian Premier League (IPL) Ruling Committee (GC) convened in Bangalore today to finalize TATA IPL 2025-2027 Player regulations.

The following decision was made at the IPL Council meeting:

  • The IPL franchise can retain 6 players from existing teams. This can be done by retaining or using the Right to Match (RTM) option.
  • The combination of choice of retention and RTM is determined by the IPL franchise. 6 reserved/RTM can have up to 5 cap players (India and overseas) and up to 2 uncapped players.
  • The franchise’s auction bag has been set to INR 12 billion for IPL 2025. Now, the total salary will include auction bags, incremental performance salary and competition expenses. Previously, in 2024, the total salary cap (auction wallet + incremental performance salary) was Rs. 110 CRS will now be Rs. 146 CRS (2025), Rs. 151 crs (2026) and Rs. 157 CRS (2027).
  • In the history of IPL, the game fee was introduced for the first time. Each match member (including the impact player) will receive a match fee of INR 750,000 per match. This will be a supplement to his contract amount.
  • Any overseas player must register for a large auction. If an overseas player is not registered, he will not be eligible to register in the second year player auction.
  • Any player who registers in the player auction and is selected in the auction will make themselves unavailable before the start of the season and will be banned from participating in the game and the player auction for 2 seasons.
  • If the player is in the last five calendar years before the year of the relevant season, then the Indian player will become supremely impressed to sign a central contract with BCCI. This applies only to Indian players.
