During the Cold War era, the nickname “Third World” arose to describe countries that were not aligned with the Western Bloc (NATO) or the Eastern Bloc (the Communist Bloc). Currently, the term is often used to describe countries in Africa, Asia, the Caribbean, and the Pacific that are going through stages of development.

Over time, the term has taken on a flexible semantic range. In this exposition, “Third World” will be used to refer to countries that are deficient, underdeveloped or underperforming in specific areas and that require urgent attention for their progress.

Third World Countries 2025

Contemporary speakers and writers often shy away from the term “Third World” in favor of more accurate and thoughtful expressions, such as “developing countries” and “least developed countries” as determined by the United Nations Human Development Index, or “low-income countries” income countries,” according to World Bank data.

UNCTAD classifies 45 countries as least developed countries, divided into four regions. Here is the full list of third countries:

Monaco, Nauru, North Korea and Somalia are all members of the United Nations and are typically excluded from the Human Development Index. Inclusion of these countries would likely result in all but Monaco being classified as developing or least developed countries.

The list presented here is taken from the United Nations list of least developed countries and is not arranged in any particular order. Currently, 45 economies are designated as least developed countries (LDC) by the United Nations. This designation entitles them to preferential market opportunities, aid, specialized technical assistance, technical capacity building, and other benefits.

The list of least developed countries is subject to a comprehensive review every three years by the Committee on Development Policy (CDP), a gathering of independent experts that reports to the United Nations Economic and Social Council (ECOSOC). After the three-year assessment, CDP may recommend in its report to the Economic and Social Council that the country be included in the list or graduate from least developed country status. The upcoming triennial review is scheduled for March 2025 and relevant data will be updated as it becomes available.

Least Developed Countries Inclusion Criteria

Income standard:

• Inclusion threshold is $1,088 or less
• Graduation threshold is $1,306 or more
• Measure: Three-year average estimate of gross national income (GNI) per capita in U.S. dollars.

• Indicators: Under-five mortality rate Maternal mortality rate Stunting prevalence
• The thresholds for admission and graduation are: 60 or below and 66 or above respectively.

Education sub-index:

• Indicators: Junior high school graduation rate Adult literacy rate Junior high school graduation gender parity index

Economic and Environmental Vulnerability Index (EVI):
