Nayab Singh Saini was born on January 25, 1970 in Mizapur Majra, a village near Ambala, Haryana, India. He comes from a Mali Haryanvi family with roots in Mangoli Jattan village of Kurukshetra. Saini grew up in a humble environment and developed a strong connection with his community and its cultural values.

Saini was committed to education and received her Bachelor of Arts (BA) degree from BR Ambedkar Bihar University, Muzaffarpur. He continued his studies with a Bachelor of Laws (LLB) degree from Chaudhry Charan Singh University, Meerut, which provided him with the legal knowledge that would later support his political career.

Nayab Singh Saini started his political career with the Rashtriya Swayamsevak Sangh (RSS), where he worked with former chief minister Manohar Lal Khattar Establish close relationships with influential leaders.

In 2009, he contested the Haryana Legislative Assembly elections from Naringal for the first time but failed. However, he made a comeback in 2014, winning the same seat and serving as a legislator until 2019.

Increase Gram Panchayat spending limit

Haryana’s Sarpanch Association has long been advocating for an increase in the expenditure limits of Gram Panchayats, arguing that lack of funds has hampered the implementation of various development projects in villages.

In response to these demands, the Saini government announced in July 2024 that the Gram Panchayat expenditure limit would be increased from Rs 5 lakh to Rs 21 lakh. This increase enabled the panchayat to secure sufficient funds without the need for e-tendering.

Lower electricity bills

The Saini government has scrapped the minimum charges previously levied on electricity consumers in the state. With this change, electricity bills will now reflect only the units of electricity consumed. Besides, Saini also launched a state subsidy scheme called ‘Pradhan Mantri Surya Ghar Muft Bijli Yojna’.

Under this initiative, the central government allocated Rs 60,000 to set up rooftop solar power plants for poor families with an annual income of less than Rs 180,000.

The Saini government plans to provide an additional subsidy of Rs 50,000 from the state budget to cover the total cost of installing rooftop solar power plants (totaling Rs 1.10 million) without placing any financial burden on citizens.

In July 2024, the Haryana cabinet led by CM Saini launched two affordable housing schemes for the urban and rural poor. The urban housing initiative titled ‘Mukhyamantri Seheri Awas Yojna’ targets families from economically weaker sections.

Under the scheme, families with an annual income of up to Rs 1.80 lakh can get financial assistance of Rs 1.50 lakh from the state government to build their own permanent homes. Each beneficiary family has also been provided with 30 square meters of land for building a house.
