In Persona 5 Tactica, the story takes place simultaneously with Persona 5 (2016). It tells the story of the Phantom Thieves of Heart who find themselves in an alternate world full of war and oppression. They team up with a group called the Rebel Legion to fight against the Legionnaires responsible. Gameplay involves strategy RPG elements such as grid-based movement, weapon systems, and turn-based combat. It also includes familiar Persona series features like summoning and fusing Personas, as well as elemental strengths and weaknesses.

Atlus decided to make Persona 5 Tactica because they wanted to explore the strategy RPG genre from the Persona series. They drew on experiences from similar games and found connections between the genre and the world of Persona 5.
Persona 5 Tactical Fuse Early Stage
Once you’ve completed the first few main quests, Lavenza will open the Velvet Room. She gives you a few characters to use and start putting together new ones. Like the previous game, you choose two characters to create a new one, but this time there’s only one skill. You can do this by selecting “Merge New Character” in the Velvet Room. You can enter the Velvet Room while in the Hideout or when selecting a team before a battle.
Except for your main character, all other characters have two skills: unique skills (unique to that character) and inherited skills. Inherited skills can be passed to other Personas through fusion. When fusing, you can choose an inherited skill from the two fused characters as the new character.
In this system, characters can only pass on one skill, and unique skills are tied to the character and may be lost through fusion unless summoned from the compendium or fused again. New characters may have different inherited skills, so be sure to check if there are any powerful skills that can be passed down.

Persona 5 Tactics Guide
In Persona 5 Tactica, you cannot enter the Velvet Room from the beginning of the game. You need to play and get to the point where you have to rescue Ann and Futaba to unlock it.
The story takes place in another virtual universe in Toshiro’s mind. Lavenza, the character in the game, must build a fusion device from scratch. This means you can only access the fused and distinct characters after rescuing Ann and Futaba from Marie’s mind control.
In the new velvet room you can:
-
Normal Fusion: Combine two characters to create a third character. You can choose one skill from each of the two characters to transfer.
-
Special Fusion: Unlocked when you reach Kingdom 2. Here you can access characters with powerful unique abilities. To obtain them, you need to fuse three or more other characters, and obtaining them can be challenging due to the specific recipes.
-
Forging New Weapons: Later in the game, you can forge weapons by fusing two characters. These weapons are more powerful than store-bought weapons, have higher damage stats, and are capable of inflicting status effects such as scanning, burning, freezing, and more.
-
Disassemble Weapons: The Velvet Room also allows you to disassemble ranged weapons. This is a great way to make money in the game. Whether purchased or forged, you can disassemble a weapon and earn some money.
Persona 5 Tactics Game
Persona 5 Tactica is a video game in which you control a group of characters in strategic battles on a grid-based map. You face off against enemy units in turn-based encounters. Your team includes members of the Phantom Thieves of Hearts and Erina, the leader of the Rebel Legion. During combat, characters can seek cover to reduce or prevent damage. You can also use close range attacks or select actions from the menu, including using ranged weapons or summoning powerful entities called characters.
The game incorporates elemental affinities, which affect how enemies react to different attacks. If you knock down an enemy without cover, you’ll get an extra turn to choose your next move. Forming a triangle arrangement on the grid with allies unleashes a powerful skill called “Triple Threat,” similar to “All-Out Attack” in Persona 5.

You can collect more characters throughout the game and equip them as sub-characters for additional abilities. These can be obtained as rewards in battle or by combining different characters. The story unfolds through battles in maps inspired by the historical revolutions of three different kingdoms.
How to expand your Persona collection in Persona 5 Tactica?
In Persona 5 Tactica, while fusion is the primary method of obtaining specific characters, the game provides alternative methods of obtaining additional characters. By completing main missions and side missions, players have the opportunity to randomly obtain character rewards.
If the player already has the granted character, the existing character will gain experience points instead of receiving a duplicate character. To increase the likelihood of obtaining rare characters, it is recommended to include a unit with keen observation skills in the party, such as the Cat General.
Any personas acquired through quests or fusions are automatically recorded in the Compendium. If players want to summon these characters again, they will need to spend in-game currency.
What are 12 things you need to know before starting Persona 5 Tactica?
“Persona 5 Tactics takes elements of the original game and adapts them into a grid-based tactical format. Initially, it’s simple, with the first chapter walking you through the basics. However, as you As you progress through the new adventure in Phantom Thieves, the turn-based system becomes even more rewarding. Here are some tips to help you navigate Persona 5: Tactics.”
-
Full Attack Is Important: Just like in other role-playing games, Full Attack is crucial in combat. You don’t need to take down every enemy; taking down one of them and arranging your team into a triangle formation will trigger it.
-
1 More Movement Mechanics: When you get 1 more turn, your character can move some extra space, helping position all-out attacks and find better cover.
-
Critical Hits Based on Cover System: Critical hits are dependent on the cover system. Both your team and the enemy can seek cover, and getting the enemy out of cover is crucial for a predictable critical hit.
-
Fast Forward Enemy Turns: In more relaxed battles, you can fast forward enemy turns to quickly get to the more interesting parts.
-
Don’t hesitate to use Voltage: Each Phantom Thief has powerful moves triggered by Voltage, and it’s beneficial to use them early and often, as Voltage recharges quickly.
-
The direction of cover is less important: being in cover brings benefits regardless of the direction of attack. Try ending your turn near a wall or obstacle for extra bonus.
-
No Elemental Weaknesses: Tactic eliminates elemental weaknesses and focuses on the secondary effects of the attack. Strategic awareness of capabilities becomes critical.
-
Use subcharacters wisely: Try to use subcharacters to complement your character’s playstyle. Try giving your characters new spells to enhance their abilities.
-
Loot Beyond Fusion: Characters earned through combat can keep up with the pace of the game, making fusion less necessary, especially on Standard difficulty.
-
Not a grind-based RPG: Tactica is more about strategy and situational awareness than grinding levels. For those who have played Combat once, it scales well.
-
Complete Optional Missions: Optional battles and missions between story missions are a great way to master the game’s mechanics and expand your strategy.
-
Bonus Team Conversations: Participate in team-wide conversations to learn more about your team and earn skill tree points.

Persona 5 Tactics Review
Persona 5 Tactica is a spin-off game that doesn’t quite match the epic feel of Persona 5 Royal to me, but it’s still fun to reconnect with favorite characters. The game’s grid-based combat system, while not as impactful as the original JRPG, showcases Atlus’ expertise in creating strategic combat.
Tactica is set between the second and third terms of Persona 5 Royal and assumes players are familiar with the story, making it less suitable for newcomers. The art style, which features partially chibi characters, takes some getting used to, but Persona 5’s aesthetic still shines through. The menu screens and imaginative kingdoms maintain the series’ unique style, even if some locations (like LeBron) look a little different. Overall, while Tactica isn’t a replacement for the main game, it offers a chance to return to the Persona universe.
