The Coalition for Strengthening Electoral and Political Processes (CEPPS) is a key nonprofit organization dedicated to improving global democratic practices and institutions. Founded in 1995, CEPPS brings together experiences from three major organizations: the National Institute of Democracy (NDI), the International Republican Institute (IRI), and the International Electoral System Foundation (IFES). Together, the three organizations work to support strong, inclusive and responsible democracies.

- Strengthening democratic institutions: CEPP efforts to strengthen are the basis of democracy, including election management agencies, political parties and civil society organizations. Through technical support and capacity-building programs, it aims to improve its effectiveness and integrity.
- Promoting inclusive participation: The organization promotes participation in all parts of society, especially marginalized parts, in the political process. This involves ensuring women’s participation in politics, safeguarding minority rights, and encouraging young people to participate in democratic practices.
- Working with local stakeholders: CEPPS is committed to local ownership of the democratic process. It works with local political forces, civil society organizations and community leaders to create country-specific strategies to capture the specific environment and requirements of each country.

CEPPS is mainly funded by the United States International Development Agency (USAID). Since its inception, the consortium has received more than $2 billion in funding to implement different democratic, rights and governance programs around the world. This funding allows CEPP to conduct comprehensive research, create training programs, and provide the resources needed to enhance the election process.
In December 2021, CEPP won the U.S. Agency for International Development’s Democratic Elections and Political Procedures (DEPP) Leaders’ Award. The five-year collaboration allows CEPP to increase its efforts in building global inclusive democracies while continuing to focus on transparency and accountability.
Recent moves
Over the past few years, CEPPS has engaged in various initiatives to improve election integrity and political participation:
- Election Observation Mission: CEPPS sends an observation team to observe elections in many different countries. Tasks determine whether the election process is fair and propose ways to improve them.
- Capacity Building Symposium: The consortium organizes workshops on topics such as voter education, campaigns and compliance with election legislation.
- Crisis Response: When conflict or instability poses a threat to the democratic process, CEPPs respond quickly to assist in maintaining democratic norms.
Criticism and Challenge

Despite CEPPS’ claims to have glorious goals, CEPPS intervened in foreign elections. Critics say many of the U.S. Agency for International Development’s funding could lead to allegations from foreign powers about domestic election processes. There has been concerns about how such funding can actually impact election results by supporting certain political actors or programs.
Furthermore, the success of international organizations such as CEPPS depends on the local environment. In some cases, people who focus on foreign influence or suspect foreign intervention can resist their intervention.
Consortiums that elect and strengthen political processes are essential to advance democracy globally through initiatives that strengthen election processes and political participation. Despite its challenges and criticisms of its impact, its commitment to fostering inclusive democracies remains crucial to today’s complex global landscape. As countries continue to navigate through democratic journeys, organizations like CEPPS will be an important partner to ensure that these processes are fair, transparent and represent all citizens.
