GRAP Phase 4, or Graded Response Action Plan Phase 4, corresponds to some of the most stringent measures taken by the city of Delhi-NCR in the wake of extreme air pollution levels. When the AQI exceeds 450, it is set to the “severe +” category. Improvements in air quality were an important factor after the last implementation of GRAP Phase 4, during which the AQI reached 484 on November 18, 2024.

- Restrictions on trucks entering Delhi: No trucks will be allowed to enter Delhi except those carrying essential goods and running on clean fuels like LNG, CNG or BS-VI diesel. This includes a ban on entry of medium and heavy goods vehicles registered in Delhi and powered by diesel. An exception may be made if such MGV/HGV is engaged in providing essential services.
- Ban on non-essential vehicles: Light commercial vehicles (LCVs) registered outside Delhi are banned unless they are electric, CNG or BS-VI diesel vehicles carrying essential goods.

- State authorities: State authorities have the power to take stricter emergency measures, including closing schools or banning odd- and even-numbered vehicles.
- Monitoring and Enforcement: The Council for Air Quality Management (CAQM) is monitoring air quality in real time and enhancing forecasts to directly adjust measures when necessary.
These measures reflect an emergency response to extreme air pollution in the region, thereby reducing the health risks associated with it and ultimately improving overall air quality in the National Capital Region of Delhi.
