Development of Skull & Bones began in 2013, led by Ubisoft Singapore, and was inspired by the naval battles in Assassin’s Creed IV: Black Flag. Initially conceived as an expansion to Black Flag, then an MMO spin-off, it evolved into a standalone project due to technical limitations. Faced with the challenges, the game’s setting shifted from the Caribbean to Hyperborea, and finally to East Africa and Southeast Asia.

Development encountered multiple obstacles, including changes in gameplay focus and budget overruns, which cost Ubisoft more than $120 million. The initial release window of Q3/Q4 2018 was pushed back to 2023-2024, reflecting a shift in the game’s vision. Ubisoft Berlin and Ubisoft Singapore jointly developed the game.

The development of Skull & Bones demonstrates the complexity of making ambitious games, with changes in direction, management issues, and conflicting ideas all affecting the project. The delay provided space for a “new vision,” emphasizing the extra development time and collaboration between Ubisoft studios.
