World Consumer Rights Day theme 2025
The theme of World Consumer Rights Day 2025 is “Transition to a sustainable lifestyle.” The 2025 theme highlights the need for sustainable and healthy lifestyle choices that are accessible and affordable to all consumers, while ensuring the maintenance of fundamental rights. This year’s campaign highlights the pathways needed to achieve a sustainable lifestyle and calls for stronger consumer protection and empowerment around the world.

Key initiatives for consumer protection
Consumer Protection Act 2019
In order to modernize consumer protection in the era of globalization, digital commerce and technological progress, the Consumer Protection Act of 1986 was replaced by the Consumer Protection Act of 2019. This legislation introduces a three-tiered quasi-judicial system – the Consumer Council (including at the regional, state and national levels) to provide these related businesses, including at the regional, state and national levels, to provide these related businesses and effectively address these related exercises.
Under Section 38(7) of the Act, if product testing is not required, consumer complaints shall be resolved within three months and if analysis or testing is required, within five months.

Consumer Welfare Fund
The Consumer Welfare Fund (CWF) aims to support initiatives that promote consumer rights and welfare. The fund is allocated to states and union territory (UTS) at 75:25 (Special Category/90:10 of UTS) to create a consumer welfare corpus fund. These funds are used for projects that meet local consumers’ welfare needs.

During the fiscal year 2024-25, Rs 3.268 crore was allocated to enhance its consumer welfare fund. As of now, 24 states and 1 UT have established these funds to support consumer-centric projects.
Strengthen the remedial mechanism for consumer complaints
E-Daakhil expands online consumer complaints
The E-Daakhil portal was launched by the National Consumer Dispute Committee on September 7, 2020, promoting worry-free submissions of consumer complaints. It provides a digital interface where consumers can submit complaints and track their status online, ensuring a paperless and transparent process.
To further enhance the complaints from digital consumers, the government has launched the E-Jagriti, an upgraded version of E-Daakhil. The platform simplifies case archiving, tracking and management, ensures seamless communication between parties and reduces paperwork, delays and inefficiencies in the consumer dispute resolution process.

Enhanced National Consumer Hotline (NCH)
National Consumer Hotline (NCH) is a centralized platform for consumer complaint remedies. The NCH 2.0 initiative combines AI-powered speech recognition, multilingual chatbot help, and extended language support in 17 languages, including Hindi, English and regional dialects.
The use of the hotline has increased significantly, with phone calls rising from 12,553 in December 2015 to 1,55,138 in December 2024.
NCH has also worked with more than 1,000 companies to accelerate complaint resolution in areas such as e-commerce, travel, education, consumer durables, automotive and banking under its convergence program.

The Jaago Grahak Jaago initiative has been amplified with the expansion of online portals and mobile apps that alert consumers to potentially unsafe e-commerce sites. The platform empowers consumers by providing important information about online transactions and increasing awareness of consumer rights in digital markets.

The Consumer Protection (E-Commerce) Rules constructed by the Consumer Protection Act of 2019 define the responsibilities of e-commerce entities and ensure fair trade practices. These regulations address issues such as deceptive pricing, unfair refund policies, and misleading advertising to protect consumers’ interests.
To further regulate deceptive online practices, the Central Consumer Protection Agency (CCPA) released the 2023 Dark Mode prevention and regulatory guidelines on November 30, 2023. These guidelines target 13 specific deceptive practices in misleading consumers’ e-commerce.
E-commerce: Principles and Guidelines for Autonomy (BIS Standard Draft)
The Bureau of Standards of India (BIS) has proposed a draft standard titled “E-Commerce: Principles of Autonomy and Guidelines”. The framework aims to build a transparent, ethical and consumer-friendly digital marketplace. It outlines guidelines for pre-deal, contract formation and post-deal phases ensuring:
- Clear product disclosure, including pricing, seller details, return policy and country of origin
- Prevent deceptive pricing and misleading advertising
- Ensure payment process and transparent refund policy
- Preventing counterfeiting of products and unfair trade practices
- Stronger grievance mechanism
- Data privacy protection and clear consumer consent marketing communication
Once implemented, these standards will enhance consumer trust, promote ethical business practices and ensure India’s more responsible e-commerce ecosystem.
