Episode 4 Review
The episode begins with Clement Mansell confronting Albanian gang member Skender about a debt he is owed. Mansell was frustrated because Skender claimed there was no money in his “man cave.” In a fit of rage, Mansell forced Skender to lie down with his feet next to the door and closed the door, causing the door to crush Skender.
Mansell’s unpredictable personality caused concern in the city of Baltimore that Skender’s injury could lead to gang retaliation. However, Mansell has other plans when he becomes interested in Judge Guy’s Black Book, which contains valuable secrets. The book becomes the central MacGuffin and leads to an uneasy alliance between the characters.
Sweety, Mansell’s former ally, met with him along with Sandy. Tiantian holds a gun that Mansell used to kill him before, but Mansell’s unpredictability doesn’t faze him. Instead, Mansell convinced Tiantian to ally with him, unaware that Tiantian planned to inform another key figure, Caroline, about the Black Book.
Caroline is interested in the content of the book, but worries that Tiantian will be involved in Mansell’s plan. Frustrated by the system’s refusal to provide insurance coverage for damage caused by the police, Sweety convinces Caroline to follow his plan. He encouraged Caroline to pursue her ambition to become a judge and suggested that the book could help her achieve this goal.
This episode also introduces Albanian thugs as new players in the game. Deputy U.S. Marshal Raylan Givens learned of Skender’s ties to the mob and attempted to handle the matter. In a classic “Justice” moment, he meets Albanian community leader Toma Kastiot, having an eloquent and pointed exchange with the villain.

Raylan and his partner Norbert stake out Sandy’s apartment, hoping to catch Mansell red-handed. A confrontation ensued, resulting in a shootout and the arrest of a number of criminals. However, Mansell and Sandy manage to escape. The episode ends with Caroline being targeted for surveillance. Raylan steps in to protect her and convinces the Albanians who were following her to fall back. They share a glass of wine together, hinting at a possible romantic relationship.
With its unpredictable criminals, witty dialogue and Raylan’s determination, “Kokomo” successfully captures the essence of the original “Pop” series. The episode features iconic moments from the show that are reminiscent of the beloved Hotline of old.

Episode 4 ending explained
The episode’s finale revolves around two key plot points: the surveillance of Caroline and Sweety’s alliance with Clement Mansell. When Caroline left the office to go home, she realized she was being followed. Unable to shake off her tail, she turns to Raylan for help.
Raylan takes charge of the situation and confronts the Albanians spying on Caroline. With his characteristic confidence and authority, Raylan convinces them to stop their surveillance, warning them that he will deal with their boss if they continue. This scene showcases Raylan’s protective and decisive nature.
Later, Raylan meets Caroline under the bridge. Despite Caroline’s protests, Raylan insists on assigning a security guard to her house. He stressed that he was just doing his job to keep her safe. Caroline is disturbed by the idea of security guards and discovers that Raylan is the only one watching her house alone. She approached him with a bottle of bourbon and two glasses, and they drank together.
The interactions between Raylan and Caroline hint at the development of a potential romantic relationship between them. Given Raylan’s track record with women, including his history with Ava Cloud, viewers can sense that this entanglement could cause complications. Additionally, the situation is further complicated by Caroline’s alliance with Sweety (who is working with Clement Mansell).
Elsewhere, Tiantian and Clement meet at De Weems’ apartment and seem to rekindle their friendship. Clement celebrated the occasion with a cover of the Beach Boys song “Kokomo.” The song choice reflects Clement’s shallow musical appreciation and eccentric personality.
Throughout the series, the narrative weaves together various storylines involving Mansell, the Albanian mob, and law enforcement. Tiantian’s involvement with Mansell and Caroline’s connection to the Black Book create a web of intrigue and alliances. Meanwhile, Raylan’s determination to protect Caroline and his interactions with the Albanian mob showcase his image as a lawman.

Sweety is a former ally of Mansell who, despite past conflicts, became involved in the book’s search and worked with him.
Meanwhile, Raylan realizes Skender’s connections to the Albanian gang and tries to solve the problem. In a classic “Justice” moment, he meets Albanian community leader Toma Kastiot, having an eloquent and pointed exchange with the villain.
Raylan and his partner Norbert stake out the apartment of Mansell’s colleague Sandy, hoping to catch him red-handed. A confrontation ensued, resulting in a shootout and the arrest of some criminals, but Mansell and Sandy managed to escape.
As tensions rise and alliances are formed, defense attorney Caroline becomes involved due to her interest in the contents of the Black Book.
