After defeating both bosses, you will need to interact with the cocoon in Mohgwyn’s palace.
The boss request was originally revealed in an interview with Hidetaka Miyazaki and has been confirmed multiple times through official channels over the past few weeks, including a Red Bull event with Bandai Namco.
Compared to some of the manipulations you had to do to access previous expansion packs in FROMSOFTWARE titles, this isn’t too bad, and you don’t have to do anything esoteric to access the expansion packs.

Mohg is particularly tough, with only 34.5% of Elden Ring players on Steam having defeated him as of this writing.
Many players who are not aware of these requirements may be surprised, as simply purchasing the Shadow of the Erdtree expansion pack does not directly grant access. Fortunately, you do not need to complete the game, which takes an average of about 100 hours to complete.
